A Monk or a Panhandler?

Who has the right to define a monk or a panhandler? In New York, some people in monk dress are seen to offer wishes of peace and an amulet, and ask for donation in return. The authority define them as ‘fake’ and ‘panhandler’ because they have the ‘hand out’ for money. However does it necessarily make a monk a panhandler when their amulet becomes purchasable and consumable?

    I got duped by one of these fake NY monks before. He got really angry when I returned the amulet – it was very un-monk like behaviour!
